Ember calculates that 13.5GW of coal-fired power units are now on standby, adding 12% to the eu's installed coal capacity and 1.5% to total electricity capacity. This unit will be switched on in the event of an emergency shortage of gas and will remain on standby at other times.
Most of these backup coal-fired units are located in Germany. Under the alternative power plant Reserve law recently passed by the German parliament, 8.2GW of coal-fired plants are included in the supply reserve -- including 6.3GW of hard coal plants and 1.9GW of lignite plants. Lignite generators will be used when hard coal generators are still insufficient to meet power demand.
The Netherlands has decided to temporarily lift restrictions on coal-fired power generation, amending existing legislation to allow hard coal power plants (4.5GW) to operate at full capacity by the end of 2023.
France will restart its 595MW Emile Huchet 6 coal-fired unit, but only this winter.
